  • Creates new avenues for lawsuits against universities
  • Makes institutions liable for protest-related damages

  1. Security Fee Restrictions
  • Prohibits considering potential public reactions when setting security costs
  • Could force universities to either absorb high security costs or restrict events

  • Uses broad language about “disruptive” activities
